Upgrade sdk 1.3

Upgrades to operator-sdk-v1.3. There's a bunch of little improvements that I notice. I tried the usual "test" of deploying the sample and expecting everything to be installed, it worked.

I see rapid infinite attempts to "install" the CRD in the operator logs.
