Update monitoring

Updates TriggerMonitor, TriggerRateMonitor and TrackerMonitor.

These updates are already included in the compiled software on the shifter account. Finally making an official merge.

Most major changes:

• Deadtime calculation calculated properly using TAVORed, TAPORed.
• LED calibration/software trigger item added everywhere.
• SCT errors monitored
