WIP : Adding Digitizer

The MR is currently labelled as WIP because it seems we should test this branch on hardware before merging.

[1] This is including the digitizer module and the underlying vx1730 code that is used in the module as a submodule called "digitizerreadout".

[2] There is also an example config file called "config_withDigitizerReceiver.json" with the necessary setup for the DigitizerReceiverModule.

[3] There are currently no monitoring metrics implemented.
