Digitizer Version Update

Samuel Ross Meehan requested to merge update-digitizer into master

This updates the digitizer readout submodule. It brings in the following

  • Licensing for the Apache v2 licensing to allow for it to made public
  • Full doxygen documentation
  • New Struck drivers that allow for the max packets setting to be used in a meaningful way
