Why does Gaudi ignore property parsing errors by default?

While investigating !1165 (merged) I realized that we are ignoring property parsing errors by default. This code was certainly introduced with the job properties rewrite (!577 (merged)) but I am not sure if that was the same behavior before.

I understand this can be customized on the experiment side. But certainly in ATLAS we don't do that (does LHCb?). It seems this is a rather dangerous default setting. Is there any particular reason for it?
