Added a simplified version of the `update_map` method to
`LArFCS_StepInfoSD` implementing the recommendations from
the Dec 2017 Simulation Workshop. (1mm merging in EMB1 and
EME1 and 5mm elsewhere)
In order to minimise changes the old method is still in the
`FCS_StepInfoSD` base class.

Also updated the `ISF_FastCaloSimParametrization_SimPostInclude_1mm.py`
job options to configure the sensitive detectors according to
the recommendations.

During the Simulation workshop (Dec 2017) it was decided that we
should just merge hits within 5mm everywhere except in layers 1
(EMB1) and 5 (EME1) where only hits within 1mm should be merged.
This commit adds a new property to allow the max radius (squared)
cut to be configured separately for EMB1 and EME1.

Moved CaloHitAna code into ISF_HitAnalysis. Cleaned unnecessary parts of ISF_HitAnalysis. Modified CMakeLists and Linkdef.h to create dictionaries for the new structs introduced in FCS_Cell.h. Added new options to ISF_ntuple.py for the new version of ISF_HitAnalysis.

This allows a simple overriding of event numbers to be in sequence from one
enabling pile-up events to be the same between different samples.

Update OverlayMonitoringRTT test in release 21 to sinchonize with master

Suppress `ut_xaodrootaccess_metadata_test` in `AthSimulation`
project as it relies on classes which are not part of this project.

These jobs were still trying to use the obsolete `inputEVNT_CAVERNFile`
option rather than `inputEVNT_TRFile`.
