Update FTStationGeometryTemplate.xml

Laurent Dufour requested to merge ldufour-upgrade/master-patch-53588 into upgrade/master

This shifts the y positions of the layers following the work at dd4hep, so fixes #10 . Makes dd4hep and detdesc consistent, and should be closer to data. I'll leave it to the SciFi experts to double check.
