Fix z-position of ECAL inner region

Daniele Manuzzi requested to merge upgrade/dmanuzzi_fixInnEcalZshift into upgrade/master

Due to a wrong sign of the EcalInnOffset parameter in ECAL/geometry.xml, the inner region of the ECAL is shifted downstream of the actual position by 15 mm along the z-axis. The same issue was present in the current version of "DD4hep-ECAL" and an analogous MR is open (lhcb/Detector!456 (merged)).
