Fix z-position of ECAL inner region

Due to a wrong sign of the EcalInnOffset parameter in compat/trunk/ECAL/parameters.xml, the inner region of the ECAL is shifted downstream of the actual position by 15 mm along the z-axis. The same issue was present in the "DetDesc-ECAL" and an analogous MR is open (lhcb-conddb/DDDB!125 (merged)).
