Upgrade/rich upgrade ma pmt array updates

The MAPMT array configuration is modified to be compatible with hardware. This contains the corresponding updates in DDDB. Integrating this needs the corresponding updates in SIMCOND, LHCb/Det/RichDet, Gauss/Sim/GaussCherenkov. The LHCb updates are already merged and the MR for Gauss is made (lhcb/Gauss!480 (merged)) . The SIMCOND MR expected shortly. All the C++ updates are backward compatible so that one can run with the older tags of the databases. All the updates have been tested through the full chain Gauss-Boole-Brunel. This is a major update of the DDDB for RICH.
