Remove UT sim conditions in master

List of required MRs:

  • lhcb/Detector!578 (merged) (DD4hep) targeting 2024-patches
    • Simulation conditions made optional by adding the option='1' XML attribute.
  • lhcb/LHCb!4608 (merged) (DetDesc) targeting 2024-patches
  • !153 (closed) targeting master
    • Remove completely ProductionMap, PedestalValues, NoiseValues which are not used in data-taking
