Corresponds to !582 (closed) which is targeting master.

List of required MRs:

• !578 (merged) (DD4hep) targeting 2024-patches
  • Simulation conditions made optional by adding the option='1' XML attribute.
• LHCb!4608 (merged) (DetDesc) targeting 2024-patches
• lhcb-conddb/lhcb-conditions-database!153 (closed) targeting master
  • Remove completely ProductionMap, PedestalValues, NoiseValues which are not used in data-taking
