Add Moore_hlt2_2023_bandwidth periodic and optional test

Attempt to add a LHCbPR periodic BW test with the 2023 HLT1-filtered minimum bias. Goes with Moore!2463, PRConfig!316 and LHCbPR2HD!254 (merged).
