Add options files for extra flexibility in HLT2 bandwidth testing

Goes with lhcb-datapkg/PRConfig!316 (merged), lhcb-core/LHCbPR2HD!254 (merged) and lhcb-core/LHCbNightlyConf!1051 (merged).

Provides options files for HLT2 bandwidth testing on the 2023-conditions HLT1-filtered sample. Also adds a qmtest to catch more quickly if the periodic test over a large sample (small sample in the qmtest) will fail.
