Add thoughput test for Moore_hlt2_fast_reco_baseline to nighlites.

Corresponding to lhcb-datapkg/PRConfig!145 (merged), lhcb/Moore!563 (merged), add options to reduce the redundancy for hlt2 tracking reconstruction.
