[RTA BW Tests] spruce_latest TisTos requires more Hlt2 information to be uploaded

Aims to resolve, from lhcb-datapkg/PRConfig#14 (closed) :

• spruce_latest and hlt2_and_spruce wrong TisTos info

Related to: lhcb/Moore!2943 (merged) + lhcb-datapkg/PRConfig!383 (merged)

ToDo:

• Upload the json of streams-per-line for the production config per lhcb-master hlt2 nominal test.
• Downstream changes
