rd_ap_2024 using MC W31-34 inputs
This AP contains the first central MC-processing for W31-34 samples [block1+2] (with HLT1 bugs, so do NOT use it for HLT1 efficiencies)
- all samples are marked with HLT1BUG as they have to be 'removed' once all new MC productions are finalised with the fix.
- MC processing include the sprucing step (@mtat) and tupling
- MC processing code updates using steering of decay-analysis groups using yaml files (@acampove ) with some minimal README instructions on the way to configure it.
- Add 2 MCDecayTrees to each mode to prevent issues due to 'decay descriptor bug/and/or interaction in amterial'
- Branch schemes aligned to the previous AP on data from !1670 (merged)

- add MC samples and its sprucing for some sprucing line (electrons/muons/radiative) [ @mtat , @yihou , @ibachill ]
- add MC samples for the tau->3mu tupling (@sicapell )
MC samples for Bs->mu mu are not included as they didn't managed to be submitted in the past. All MC samples have been tagged HLT1BUG, so that once we re-submit this for the new MC we can delete easily the old production.

Data tupling of turcalrawbanks stream from the past can be removed once this one is finished.
