Process mu-tagged and doubly tagged d0_to_hh data from Sprucing24c1,2,3,4 MagUp and MagDown. Supersedes !2409 (merged).

Code is heavily based on !1929 (merged)

For the moment we do not process the MC, so the part concerning MC decay descriptors is wrong, it will be fixed in a next iteration, after the updated DecFiles will be available.
