2024 LbToLzhh MC tupling with no PID

This is based on a previous AP here which takes the centrally produced MC that has had HLT2 run on it, and resends it through sprucing to remove the PIDK cuts in the trigger line. This is so we can use PIDGEN2 to correct the PID response at the trigger level which needs a sample with no PID cuts applied. Both the previous and current AP are based off of this method by Nicole and Alessandro here. The reason for resending this AP is the last sample had a bug with not being able to unpack the MCTRUTH information during sprucing as discussed here. This ended up fixed by requiring bnoc_prefilter in the algs option. Once this pipeline is passed and checked I will close the relevant Moore issue. Also once this is complete and I have validated the output I will archive the old no PID sample.

This sample is to tuple the 2024 MC for Blocks 1, 5, 6, 7 and 8.
