Draft: Update decfiles for D0 -> hh secondary decays

These are the changes applied by this MR

  • update branching fractions and decay models according to the last PPG data
  • fix the TightCuts to work with Sim10

There are still a couple of things that I am not 100% sure about, and are highlighted by FIXME or TODO in the code. In particular, some helicity models have not been experimentally determined yet, and the phases of helicity couplings (as well as the correct assignment of H+ and H-) for B0 -> D*- D*+ should be checked. I am not sure who could be the right person to ask feedback to
