Retire hlt2 2023 bandwidth test

Goes with lhcb-core/LHCbNightlyConf!1132 (merged), lhcb-core/LHCbPR2HD!272 (merged) and lhcb/Moore!2845 (merged)

Just removes the top-level wrapper script, and the configuration for this test one level lower.
