[RTADPA BW Tests] Add IFT module to Sprucing tests

Goes with lhcb/Moore!3236 (merged)

There's a minor formatting change that has snuck into bandwidth_helpers even though there's no changes to those files. I'm not sure what's different but I think the noise is minimal enough we can just merge with it as it passing the formatting checks.

• hlt2_and_spruce_bandwidth locally over 100k events still didn't give any Full-stream IFT pass decisions -> ExclSpruce IFT continues to just be empty.
