Follow changes in LbAPCommon

Chris Burr requested to merge fixes into master
  • inform is now a required field by LbAPCommon. Update the tests to follow this change
  • Closes #42 (closed) by properly iterating through all parent steps when getting DB tags for MC
  • Closes #38 (closed) by catching errors when parsing the bookkeeping XML
  • Use gitlab-runner-api releases instead of installing with git+
