List previous production deployments on opened Merge Requests

Ryunosuke O'Neil requested to merge roneil/webhook-endpoint into master
  • Posts a greeting on new merge requests with valid info.yaml (i.e. CI pipeline tests are able to run.)
  • Greeting includes a link to README and a table of previous AP deployments with the same name + tag name, author, merge request references.

Related to #16 on workflow for cleaning up outdated productions.
