[QEE] electroweak run3 measurements: Block 7, 8 Spruced DST

Request

Request numbers similarly to what was previously requested in !741 (merged) Only differences:

• move bbbar/ccbar samples to 18GeV pt cut rather than 14 GeV
• now request Block 7, 8 spruced output

ToDo

• Reevaluate the requested number we are using.
• sign off from proponents
• sign off from liaisons
• sign off from conveners
• Remove the previous (bugged) request data from !741 (merged) ?
