Resolve "Separate monitoring and Lumi lines in configuration"

Attempts to change the function event_monitoring_lines in HLT1.py to only include ODINLumi and ODINNoBias lines. Idea is to rename the function to odin_monitoring_lines and keep the other remaining lines in a function still called event_monitoring_lines in case we want to use these lines for monitoring later on.
