Update Allen-in-Gaudi configuration to fix tests for DD4Hep

• Register consumers only for needed detectors
• Create AllenUpdater if it hasn't loaded yet
• Return a dictionary with more info than just the control node from the HLT1 configuration
• Don't use UT in GEC for velo sequences
• Make muon lines more configurable
• Create extra information for HLT1_cosmics
• Allow filtering on hlt1 global decision in GaudiAllen
• Fix cosmics sequence
• Added missing references in Allen CI full physics tests
