Fix TAE on master
Superseedes !1475 (closed)
- fix bug introduced in !1443 (merged) (event loop for finding TAE events accidentally moved outside the ODIN error filter)
- remove BB filter on the central TAE
- Remove hash from
velo_kalman_filter - Move VeloMicroBias and VeloClosing lines outside of the BB filter
