Small shift to the SMOG2 cell position

Based on the measurements performed by the CERN alignment team in 2022, the position of the SMOG2 cell was set as [-541, -341] mm. Following analyses of the tomography data and the re-alignment performed after the re-installation in December 2023, a small shift was found, as shown below (full alignment report at this link).

This series of MRs applies a small shift to the SMOG2 cell limits in the codebase and goes with Moore!4669 (merged) and Gauss!1145 (merged).

The effect is tested on 24/05/24 MEPs with pp+pAr. No changes is found for pp, while reconstructed PVs in the SMOG2 region increase by a factor 0.5%. The consequent increase in trigger rate is O(1 kHz)
