Include line Hlt1HeavyIonPbSMOGUPCMB for ion data taking

Aims at including a line for UPC in PbSMOG2, Hlt1HeavyIonPbSMOGUPCMB, based on Hlt1HeavyIonPbPbUPCMB. This MR goes with MooreMR!5274

We have tested the rates over MEP files from 2024 PbAr and PbNe data taking and can be consulted in the attached figure. They correspond to a prescale=1.0.

  • Ar rates correspond to run number 310518 and Ne to run number 310892
  • The rates have been tested for different cuts

The base Hlt1HeavyIonPbPbUPCMB line applies a cut on maximum ECAL energy. For our line, we decided to apply the restriction on the maximum number of VELO tracks, to make the line more general for different systems and so we apply the cuts from row 3 in the table, where we don't apply the max_ecal_e cut.

We would like to target a release for the oxygen run so we can test already the line.
