Hlt2 line for processing output of Hlt1HeavyIonPbSMOGUPCMB

This MR serves to add a Hlt2 line to process the output of the line Hlt1HeavyIonPbSMOGUPCMB to be added in Allen in MR!2047.

To test the added line, we produced mdf files from the mep files quoted in MR!2047 and passed them to Moore. As this line is a passthrough, the nbr of input events (equal to the nbr of output events to the hlt1 line) have to be equal to the nbr of output events. That can be checked in the attached screen logs.

With the produced mdf files (one per gas) we can estimate the event size as

size = ( size of the compressed mdf that pass the line ) / ( nbr of events that pass the line )

this yields

size(Ar) = 620K/49 = 12.65 K

size(Ne) = 132K/10 = 13.2 K
