Draft: Replace use of TVConstants.h with Members of DeTV (requires Detector!789)

Changes to replace the TVConstants defined in https://gitlab.cern.ch/lhcb/Detector/-/blob/master/Detector/TV/include/Detector/TV/TVConstants.h that are referenced via LHCb::Detector::TV:N* in the stack. These are fixed to specific values currently, and the values need to change between different VELO UII designs (and therefore Detector versions).

Detector!789 will replace the constants with new member functions of DeTV and DeTVSensor which can be accessed in the stack, that access the DD4hep XML directly such that the values used update correctly dependent on subdetector version
