Add a loose tracking configuration

Vava Gligorov requested to merge vava_loose_tracking_config into master

Add a loose tracking config, and also update default to explicitly configure the maximum number of CompassUT candidates considered. For use with !238 (merged) but can be merged independently.

The loose configuration is the same as in !250 (closed)
