Draft: Initialise covariance with hit errors in KalmanVeloOnly
Aims to address Rec#222 (closed)
- Initialise covariance matrix in Kalman Filter such that

elements correspond to VP hit errors - VP hit error is now unified in VeloKalman and full Kalman (in HLT2) and equals
55/sqrt(12)=~15.88 microns
Definitely needs testing
Goes together with Rec!2612 (merged)
