Draft: Initialise covariance with hit errors in KalmanVeloOnly

Aims to address Rec#222 (closed)

  • Initialise covariance matrix in Kalman Filter such that x-x and y-y elements correspond to VP hit errors
  • VP hit error is now unified in VeloKalman and full Kalman (in HLT2) and equals 55/sqrt(12)=~15.88 microns

Definitely needs testing

Goes together with Rec!2612 (merged)
