Initialise covariance with hit errors in VeloKalman

Aims to address #222 (closed), follows Allen#292

  • Initialise covariance matrix in Kalman Filter such that x-x and y-y elements correspond to VP hit errors
  • VP hit error is now unified in VeloKalman and full Kalman and equals 12.5 microns
