Move parameter files from Allen to ParamFiles

Move parameter files that don't change directly with alignment / calibration to the ParamFiles project.

Closes #302 (closed) Also needed for simulation productions

To do: Depends on lhcb-datapkg/ParamFiles!43 (merged). Merge that one first and then checkout HEAD version of ParamFiles repo rather than dovombru_allen_param_files for standalone build.

Created issue #316 to follow up on using the new ParamFileSvc once it is merged.
