Move DaVinciTools tool to Rec

Claire Prouve requested to merge Claire_movePartDesc into master

The ParticleDescendants tool is needed in the functional flavourtagging (which needs to be able to run in Moore), and is therefore moved to Phys Rec, see MR Rec!2684 (merged). Depends on Phys!1011 (closed) (which imports the tool in Phys).
