another version of cluster creator. Added Luigi's FPGAClusterCreator (currently crashing with 'cannot insert to keyed container')

- replaced `DECLARE_*_FACTORY` with `DECLARE_COMPONENT`
- made constructors public
- removed some unnecessary _disabling_ of copy constructors
- removed some trivial destructors
