Unify time alignment in the SiPM tool and make it more flexible
Time alignment in the SciFi simulation is currently done only station-wide, which does not correspond to reality. Furthermore, it makes it impossible to fiddle with time alignment in MC to study effects of misalignments.
This MR is probably a temporary fix, as the final fix should imply proper use of Conditions.
