Add xdst-to-xdst test to replace brunel-mc11a-xdst, c.f. !559

Checks that Brunel Upgrade sequence can reprocess from XDST to XDST
Checks also the Brunel().Histograms="Expert" option works with Upgrade detectors

  • TrackPacker::compareStates is finding large numbers of tracks with q/p=0
  • Automate configuring RawEventLocation of VPClustering (wrong default used when reading from XDST)
