Remove PGUN SpecialData option
Remove PGPrimaryVertex related configurations so that it can be done by Gauss
Goes together with Rec!1939 (merged)
Related to LHCb!2367 (merged), LHCb!2375 (merged) and Gauss!556 (merged)
NOTE: backport only to run2-patches and not other legacy support branches
