Add PGPrimaryVertex configurations to Gauss Configuration.py using configurations in LHCb.

Goes together with LHCb!2367 (merged), LHCb!2371 (merged) and LHCb!2375 (merged) (and LHCb!2386 (merged))

Related to Brunel!955 (merged), Rec!1939 (merged)

@rmatev @cattanem @gcorti I think this is what we were talking about. Please have a look and let me know whether things need to change.
