Add CellId to (Neutral/Charged)Calo functorcollections

Adding functors defined in Rec!3892 (merged)

• [Renato edit] Enable in ECAL for neutrals, electrons and brem-recovered photons to unpack and store more user friendly information about Calo-Region, Calo-Row, Calo-Column cells values of the cluster used.
• Previously the HYPOID [ 32-bit representation] had to be manipulated offline to retrieve the same information.
