Draft: Read SMOG condition from DeLHCb

Implement a consumer to read SMOG injection state, the injected gas and the injection stability from the condition database, as a first needed step towards https://gitlab.cern.ch/lhcb/opg/-/issues/4

Heavily inspired from !383 (merged) and !418 (merged)

Will target master as soon as !418 (merged) will be merged

Goes with Rec!3658 and DaVinci!997
