release new Run3 and Run5 geometry

Updates on the components:

• Infrastructure 2024-v00.01: released from trunk. Comparing to 2024-v00.00, this version pick up the changes on the holes in magnet basement after Muon (!799 (merged)) and infrastructure modification for Muon low energy background simulation (!776 (merged))
• Muon proto-run5-v00.00: first Run5 Muon geometry version, using the same detector description coming from trunk and with the fix to the Muon Station YOffset (!863 (merged))
• Pipe 2024-v00.03: released from trunk. Comparing to 2024-v00.02, this version includes the updates on UT beampipe interface, !516 (merged)
• Rich 2024-v00.01: released from 2024-v00.02, includes the changes on "reverse the order of Reflectivity tables and deactivate Rich Specific", !816 (merged)
• Rich 2025-v00.01: released from trunk. Comparing to 2025-v00.00, this version includes the changes on "reverse the order of Reflectivity tables and deactivate Rich Specific", !816 (merged)
• TV proto-run5-v00.01: released from branch-run5-baseline, this version includes the updates to the support substrate, !855 (merged)
• UP proto-run5-v00.01: released from branch-run5-baseline, this version includes the bug fix to the gap StaveH, !836 (merged)

New release geometry

• 2024-v00.03: use the new version of UT, Pipe and Region, (changes introduced by !516 (merged)). note: we should also include the changes on Rich here, but not straightforward, as the trunk is for 2025, prefer changing the released the 2024 version to make this bug fix. After Rich made this change, we pick it up.
• 2025-v00.02: use the new version of UT, Pipe and Region + Rich 2025-v00.01
• proto-v00.03: pick up the muon, include the changes on Pipe, Region and Rich mentioned above. Also use the new version of UP and TV
