Adding TV Detector for future upgrades structure

To go with Detector!457 (merged), LHCb!4375 (merged) & lhcb-conddb/lhcb-conditions-database!115 (merged)

Changes:

  • Added TV detector
  • Added incompatibilities
  • Added TV -> TV map
  • Using VPGaussMonitor (for now) by redirecting to TV MCHits path

No changes made to the other lists in Defaults.py, informed that this will be done centrally.

✔ Tested with Detector!457 (merged)

✔ Tested with lhcb-conddb/lhcb-conditions-database!115 (merged)

✔ Tested with LHCb!4375 (merged)
