PGPrimaryVertex Configuration for all years (@adavis)

For LHCBGAUSS-1924, add configuration for all years, as well as function which takes as input datatype and mag polarity, returns configured PGPrimaryVertex

Cherry-picked from !2367 (merged) and !2386 (merged) on Sim09-patches and tested there, so this should be ready to go, needed in the forthcoming release for Sim10
