Natively read dd4hep RICH decoding/encoding conditions
When the stack is built for dd4hep, natively read the yaml based conditions for the decoding support.
Requires Detector!148 (merged) and lhcb-conddb/lhcb-conditions-database!12 (merged)
Also requires Boole!381 (merged) in order to fix build issues with the dd4hep stack.
