Now that we build the Detector project in all slots where we build LHCb/master, we cant make the dependency mandatory instead of conditional on the USE_DD4HEP flag (or the +dd4hep platform).
This is the first step to be able to remove the duplication of headers between the two projects, like in the case of CaloCellID.
