add MuonTileID
add MuonTileID to MuonPIDs_v2.h so it can be input with MuonIDHltAlg.cpp and read out with MuonPIDConverter.cpp
MuonTileIDs are necessary to check overlap in the muon system for the track reconstruction efficiency
necessary for Rec!2951 (merged)
Should go with Moore!1567 (merged) Rec!2908 (merged)
